Introduction Artificial Intelligence (AI) has emerged as a transformative force in engineering, driving innovations in design, analysis, and operational efficiencies. This international conference, hosted at Kantipur City College, Putalisadak, Kathmandu, seeks to bring together leading experts, researchers, practitioners, and students from civil and computer engineering domains to explore the integration of AI in addressing pressing challenges and leveraging new opportunities. The event aims to provide a dynamic platform for knowledge exchange, thought-provoking discussions, and practical insights into how AI continues to evolve and influence the engineering landscape. Nepal Digital Policy and Future of AI in Engineering: Bridging Challenges and Opportunities
Moderator: Vivek S. Rana
Vivek S. Rana, is Digital Enterprise architect and Research Group member at Center for AI and Digital Policy and has contributed significantly to the development of Digital Nepal Framework, a strategic initiative aimed at transforming Nepal into a digitally empowered society. His work focuses on aligning digital technologies with Nepal’s socio-economic development and conducting Global AI policy research and analysis, promoting ICT governance, and advocating for evidence based policy interventions to support national priorities through digital and AI transformation.
Panelist: Dr. Suresh Manandhar
Dr. Suresh Manandhar is a CEO, Co-founder and Chief Scientist of Wiseyak. Previously, Dr. Manandhar was the Head of AI Research Group at the University of York, UK where he has successfully supervised over 22 PhDs in AI. He received his PhD in Artificial Intelligence from the University of Edinburgh, UK in 1994. Dr. Manandhar is an Honorary Professor in Artificial intelligence at the Madan Bhandari University of Science and Technology, Nepal. He is also Head of Al Research, Fusemachines. He has over 35 years of proven expertise in the field of Al.
Panelist: Anil Kumar Dutta
Anil Kumar Dutta, Joint Secretary at Nepal’s Ministry of Communications and Information Technology (MoCIT), leads the Information Technology Division. He has spearheaded initiatives like Nepal’s first AI concept paper, the Digital Nepal Framework Project, and supports ICT innovation, including advisory roles for the ICT Awards. His work focuses on advancing Nepal’s digital transformation and technology policies.
Dr. Manoj Shakya, Assistant Professor at Kathmandu University, leads the Data Science and AI Lab. He earned his Ph.D. in AI from NTU, Singapore, focusing on Deep Reinforcement Learning. His research includes machine learning, data science, and AI applications, with contributions to eLearning and AI advancements in Nepal.
Keynote Speaker : Dr. Deepak Prashar
Dr. Deepak Prashar received the M.Tech. degree in computer science and engineering from the PEC University of Technology, Chandigarh, India, in 2009, and the Ph.D. degree from Punjab Technical University, 2018. He is presently working as Professor & Associate Dean in the School of Computer Science and Engineering, Lovely Professional University, Punjab. He is having academic and administrative experience of more than 16 years. He is the associate IEEE member and also working on the accreditation aspects for the university. Presently executing his post doctral studies from Florida State University ( USA). He has published more than 100 research papers in reputed national and international conferences and journals, including SCOPUS and SCI-indexed journals. He has published more than 20 patents and copyrights. He has edited books with good publishers like Elsevier CRC etc. Also, he is CompTIA Network+ and EC Council certified professional. He is the coordinator for the Erasmus project named CS4ALL and visited several countries. His research interests include wireless sensor networks, soft computing, blockchain, machine learning, the IoT, image processing, and cyber security. He is involved in the review process of many SCI or SCIE-indexed journals, such as IEEE, Springer, Wiley, Inder science etc. He is also an editorial board member of recognized journals and serves as a technical program committee member and keynote speaker in reputed international conferences in India and abroad.

Dr. Sudhan Jha
With over 23+ years of combined teaching, research, and industrial experience, Sudan Jha is a Senior member of IEEE and a Professor in the Department of Computer Science & Engineering at Kathmandu University, Nepal. He is a lead researcher of the IoT R&D lab at Kathmandu University. His previous affiliations include KIIT University, Chandigarh University, Christ University, etc. He was ‘Technical Director’ at Nepal Television, ‘Principal’ at Nepal College of IT, and ‘Individual Consultant’ at Nepal Telecom Authority.
Prof. Jha is dedicated to advancing higher education quality and actively works on smart platforms. His extensive research portfolio comprises 95+ SCI, SCIE indexed research papers and book chapters in international peer-reviewed journals and conferences. He serves as a Co-Editor-in-Chief in an international journal. He also serves as Guest Editor for SCIE/ESCI/SCOPUS indexed journals. With three patents to his name, he has authored and edited 7 books on cutting-edge topics in IoT, 5G, and AI, published by Elsevier, CRC, and AAP. His research has also secured funding for two international projects.
Additionally, Prof. Jha contributes as a Keynote at more than 40 international conferences. In addition, he has also delivered faculty development programs, short-term training programs, and workshops in national and international conferences, and universities. He holds certifications in Microservices Architecture, Data Science, and Foundations of Artificial Intelligence.
His primary research interests encompass Quality of Services in IoT enabled devices, Neutrosophic theory, and Neutrosophic Soft Set Systems.

Dr. Ritu Raj Lamsal, PhD, FIE
Dr. Ritu Raj Lamsal is an accomplished academic and professional with extensive international experience. He earned his Bachelor of Engineering in Electronics and Communication from the Institution of Engineers, India, in 1999, and a Master of Technology in VLSI Design from Bharath University, Chennai, India, where he graduated as the top rank holder in 2006. Dr. Lamsal pursued his PhD in Telecommunication Engineering at the University of Malaga, Spain, focusing on IoT-based agricultural innovations, and received an outstanding thesis honor.
Professionally, Dr. Lamsal served as an Associate Professor at VSB Engineering College, Anna University, India, from 2007 to 2010, and at BITIT, JNTU, India, from 2010 to 2013. He has also participated in and presented at numerous international conferences across India and Spain, contributing significantly to the fields of IoT, agriculture, and telecommunication.
